It would depend on the clearance under the cabinets. If you have enough room for the tool and the blade you could do it. I would use a blade like this: https://www.homedepot.com/p/Dremel-Universal-3-in-Wood-Drywall-Cutting-Oscillating-Multi-Tool-Blade-1-Pack-MM450U/300229056 Gives more clearance. Check out this video. https://www.youtube.com/watch?v=DlkOKtg-Kd8 They make a toe kick or flush cut saw for doing it too. That is the right tool but it can be tricky.

Yes. You may want to change the the blades between cutting plaster and cutting lathe since the materials are different.
