Installed and now have very low water flow, why should this be... have good pressure to the bath...

Have you tried to remove the aerator? there could be debris stuck inside it reducing your flow.

What is the best product to polish this faucet in the polished chrome finish?

There are several different methods. You can use vinegar, chrome cleaner, soap and water, glass cleaner. Just make sure to not use an abrasive cleaner such as Soft Scrub or Scrubbing Bubbles.
