Which home/hand power tool do you recommend to cut this at home? DIY proyect and not to be cut at the store. Thanks.

There are a few options, depending on what you have readily available. A table saw, circular saw, or jigsaw, would work. Using a carbide blade with lots of fine, and evenly-spaced teeth would be ideal for cutting. With it only being a 1/4-inch think, you could even use an exacto knife for small cuts.

Can this be used for board and batten DIY project?

I suppose it would be possible, though I'm not sure I'd recommend it. It's not very rigid, so it will likely get waves in it when you try to hang it. It's also more of a cardboard than wood, so you'll need to make sure your blades are sharp when cutting.

Can this be used to cover the insulated walls in my garage

It would work well if your main interest is just covering the vapor barrier/insulation up for a cleaner look inside the garage. If its going to get wet I'd recommend painting both sides and the edges to seal it up and keep moisture away. That said I've had in on the walls of a small shop for 15 years without any issues from moisture. If you plan to install any shelving make sure you anchor the brackets to the 2x4 stud as obviously this doesn't have much in the way of structural strength for much more than hanging a picture on it.

3mm 48'' x96'' hardboard is more suited for furniture and cabinet components such as chair backs, inserts, liners, gaming and decorative applications. If you decide to install them over your popcorn ceiling, please make sure to acclimate the panels in the room they are to be used 48 to 72 hours prior to installation.
