What anchor (brand or item#) can I use for this postbase to attach it to the cement? I don't want to bury the post in the ground because I want my lamps tall (I have a 7' post).

Hello Luis, this is designed to slip over the Feiss fluted post as a decorative accent. Additional info can be referred to under the "Info & Guides" section on the HD page. There are (3) 1/2" diameter holes on the bottom of the base that you can use with lag shield anchors and lag bolts or a wedge style concrete anchor/bolt. Thank you for your interest in Feiss!
