I am anchoring a small fence to my ICF foundation., via a 2x4. It doesn't have to support much load. I will use 2/3 bolts. How deep into the concrete does the bolt need to go. I was hoping to use the 7" bolt.

I believe the recommended depth (which is on the package), is 2 1/2” min.  But I choose a length that allowed more as the concrete was 8” thick.

How close to the edge of a concrete driveway can the 1/2 x 2 3/4 be properly used?

It depends on the thickness of the concrete. Please see what is applicable to you. Concrete thickness 4” : edge distance 6” allows for 100% of anchor strength (Spacing anchor to next anchor min. 4 ½”), edge distance 3 ¼” calls for a reduction of anchor strength by multiplying 100% strength by x 0.28 (closer distance can’t handle as large of a load!), (Spacing anchor to next anchor min. 10”) Concrete thickness 6”: edge distance 4” allows for 100% of anchor strength (Spacing anchor to next anchor 5”), edge distance 2 ¾” calls for a reduction of anchor strength by multiplying 100% strength by x 0.28 (closer distance can’t handle as large of a load!) , (Spacing anchor to next anchor 6”)
