Can these blinds be shortened?

My window is 21 3/4" inside measurement... when ordering for inside mount, do I order 21 3/4" or do I still need to take off 1/2" and order 21 1/4"?

can these blinds be shortened to 30" in L?

Can the length of the blinds be adjusted? The height of my window is 39" and noticed the length goes to 48".

when measuring the inside width, do you order that exact size? or take off a bit and order that for movement. Because if there cut at the exact measurements it will be too tight. or are they cutt slighlty smaller?

Can I remove slats to shorten blinds? I would like to purchase a blind that is 48" long, but I only need 41". Thanks!
