Every piece meets the highest grading standards for strength and appearance. Eastern White Cedar Knotty Premium boards are most commonly used for basic Exterior finishing applications. Boards can also be used for carpentry, hobbies, furniture, shelving, and general finish work. The natural characteristics of white cedar make it resistant to rot and decay. It has low shrinkage and is worked very easily by hand and machine tools. The product is easy to glue and has good nailing and screw holding properties. The paint or stain retention properties are excellent and it is easily treated with preservatives.

Yes, cedar is a rot resistant wood. Keep good drainge near ground where cedar rest and it will last a long time.

Would this be a good choice for making board/batten exterior shutters? What if it were painted a very dark color, would the UV rays end up splitting/warping etc.? Thanks for any advice.

Yes that is exactly what I bought mine for. If you paint it that would be fine but you have to make the correct choice on the paint. Some have UV protection so I would look for that and also seal it for weather protection after to get a long life out of them.

is this cedar or pine, good exterior decking option?

This is only 3/4" thick, so isn't thick enough for decking. You may be able to get away with 1" thick if you're supporting it every 12", but it would be better to have 1-1/2" thick boards. Forget about pine for a deck unless it's pressure treated. It would rot very quickly
