It’s very malleable, stays stuck once applied and weatherproof. It’s also the perfect size, not too wide, not too narrow and can be easily cut to size, if needed. Would definitely purchase again.

Is the material actually waterproof (does not absorb water) even if submerged?

Absolutely NOT waterproof. This is a soft foam that one can "squish" in a tight space to block air leaking. For example, install a window air conditioner and there are always gaps to fill. This foam is perfect for that sort of use.
