Just be careful with the application as if placed too firmly against the garage door (sides in particular) then the door motor may experience excessive force to close the door. The flexible vinyl bend should be roughly 45-60 degrees when against the door to prevent this.

What is the dimensions of vinyl flap section and metal part that is to be fastened garage frame?

It is not metal but plastic. Both the flap and the fastener to the frame are exactly 1 1/8 inch wide.

Can all of this be painted using Behr exterior paint, including the rubber fin?

Dear Home Depot Canada customer, This product is not designed to be painted. Methods do exist for painting over vinyl, but it is a complex process that we don't recommend for this product.
