It's pretty small and I'm not sure the number and size of holes that should be drilled. Would need to balance aeration with weakening the can Also, compost should be stirred regularly. I might look at a similar size compost tumbler for the best result.

What does it mean vented? will this hold water without leaking? (I'll be using it for wastewater).

Yeah it will hold liquids, the “vents” are just grooves along the inside of the can that run from top to bottom so the bag you put in wont get stuck and has some air flow when you pull it put.

It's polythene, so if it's cleaned I can't see a problem with using it for compost. You'd have to adapt it of course, to allow you to extract the compost from the bottom.
