This Metaltech Mini folding steel scaffold work platform features a 500 lbs. capacity, yet is lightweight, easy to transport and handle. It folds down to only 3 inches depth when not in use, making it easy and convenient to store. Included are two black anti slip platforms for multi-level working height, foldaway tool shelf and 4 - 4 inches double lock swivel casters. The frame is made of 1 inch steel tubing with resistant yellow polyester powder coating.

Can this scaffold be used on stairs to paint a stairwell? Obviously, each end would be at a different elevation (different step), but secured by the planking being on different crossbars of the end sections.

No, this one is not adjustable.  They do make a multipurpose one though, Metaltech 4 in 1 Multipurpose Bench / Scaffold that would work for your purposes though. It’s double the money however, but you would get good use from it.

Could I put these platforms at the same level and safely use a ladder on top? Looking for a solution other than renting scaffolding to paint our 17' living room.

No, Putting ladders on top of scaffolding is dangerous, much more so when all feet of the ladder are not on the same scaffolding. That is way too dangerous. If you only need to paint the walls, an extension ladder is probably the safest, you can buy pads for the tops of the arms so it does not damage the walls. If you need to work in the center of the room renting real scaffolding is probably the best option. A 12 foot step ladder only lets you safely work with your feet 9' off the floor which is 8' from the ceiling and 16 foot step ladders are extremely awkward to use. Hope this helps,
